Why this role:

You will work closely with the Policy Evaluation Manager and core evaluation team to measure the impact of our policy interventions, through the design, development and implementation of our evaluation plans. An immediate focus will be on the evaluation of policy changes that take forward the Commission’s commitments following the Government’s White Paper - High Stakes: Gambling Reform for the Digital Age, and you will be involved in shaping the Gambling Commission’s longer-term strategy for policy evaluation.

The Policy function is at the heart of the Gambling Commission’s work to ensure that the gambling industry is fair, safe and free from crime. Our success depends on expertise and the strength of our relationships. We work closely with colleagues across the Commission (e.g. our Research and Statistics and Strategy teams), national and international partners, and those we regulate. We identify, define, shape and assess what works across the full spectrum of the gambling consumer experience, from the start of the customer journey right through to the end and everything in between.

Your responsibilities:

- Ensuring our evaluation process is clearly and effectively articulated and delivered, as part of a wider policy development process. This includes ensuring we retain and apply learning so that what works (or doesn’t) informs future policy development.
- Support the development, delivery and management of evaluations, including helping to plan, design, procure and oversee evaluation activities, and applying critical thinking skills to develop solutions to complex problems.
- Contribute to the delivery of evaluation projects of different scales from start to finish. For externally commissioned work, this will include project management and potentially contract management.
- Collaborate internally with colleagues across the Commission, provide support to colleagues involved in all aspects of policy evaluation, and work in partnership with external stakeholders.
- Support the successful communication of the outcomes of projects, including through the production of high-quality written reports, presentations, and other outputs to a mixture of audiences.

What we’re looking for:

Essential criteria:

1. Understanding of a range of evaluation frameworks and methodologies with experience of successfully developing and delivering evaluation in project management and complex environments.
2. Excellent organisational skills, and capacity to juggle a wide range of priorities and competing deliverables.
3. The ability to filter, prioritise, analyse and validate potentially complex and dynamic material.
4. Capability in the development and delivery of stakeholder mapping and engagement strategies, and in managing relationships successfully.
5. Experience of documenting, maintaining and promoting evaluation processes and related resources, ensuring they are adhered to.
6. Ability to work with multidisciplinary teams, and to exchange complex information that may be difficult to communicate because of its content or its audience.
7. Experience of developing a range of concise and coherent communications, including for evaluation outputs.
 
Desirable criteria:

1. Working in a policy and/or regulatory environment.
2. Experience of procurement and contract management.
3. Matrix management working style.
4. Budget management.
