Independent Member of the National Lottery Committee

Reports to: Chair of the Commission
Salary: £300 per day

Do you have experience of risk management, scrutiny or regulation? If so, we are looking for an individual to sit as an Independent Member of the National Lottery Committee. This is a part-time role where the successful candidate will be expected to attend between 4-7 meetings of the Committee throughout the year, with flexibility to review papers between meetings and attend occasional other meetings if possible.

The role is expected to end in mid 2024 to allow for effective closure of the 3rd Licence.

Your Role

The role of the Committee is set out in the terms of reference and includes oversight of the performance and strategy of the National Lottery operator, advising the Commission’s board on the budget for regulation of the National Lottery, and deciding on the outcome of enforcement action against the National Lottery operator. The work of the Committee is particularly important as we enter the last year of the current licence and transition to the fourth licence. You will bring independence of mind, the ability to challenge constructively and a commitment to high standards in regulation.

Your main responsibilities will be:

- Reviewing papers and preparing for meetings.
- Actively contributing to the work of the Committee during meetings and between meetings as needed.
- Bringing an independent and external perspective to the Committee.
- Keeping up to date with developments in the National Lottery and relevant fields (risk, governance) to add value to the Committee.

Meeting Arrangements

The Committee meets between five and seven times per year, although there may be a need to attend other meetings or events on occasion. Meetings take place remotely via Teams or in person in Birmingham. You will sit alongside Commissioners (board members) and senior members of Commission staff and will meet with officials from the current licensee twice a year.

- Ability to make sound evidence-based decisions and a keen sense of judgment.
- Experience of participating in decision-making meetings, providing concise, clear and professional challenge.
- A commitment to creating an open atmosphere that welcomes input from officials.
- A willingness to act collegially with other members and to take collective responsibility for decisions.
- A commitment to building understanding of the National Lottery and the structures within which the Commission operates as a public body.
- Familiarity with meetings via Microsoft Teams or similar.
