Commercial Manager - 4th National Lottery Licence Competition
Based in London

If you are a commercial professional with experience of handling complex or high-value contract evaluations, this is a unique opportunity to work at the centre of a programme that will ensure the National Lottery continues to deliver returns to good causes for years to come.

About Us

Set up under the Gambling Act 2005, the Gambling Commission is committed to safeguarding the public against any detrimental impact brought about by gambling. We do this by keeping crime out, protecting children and vulnerable people and ensuring the commercial gambling industry is run fairly and openly. We work with the legal system, the public health system, community groups and the industry itself to understand how we can protect the interests of as many people as possible, as effectively as possible.

We are now looking for a Commercial Manager to join our 4th National Lottery Licence Competition (4NLC) team and support the delivery of the programme to appoint the next operator of the National Lottery.

The Benefits

- Competitive salary
- Civil service pension
- Flexible working
- 26 days’ holiday
- Option to buy up to five days’ extra annual leave
- Additional benefits

Working as part of the 4NLC team means being part of building one of the most exciting competitions in recent history. Preparing for the next licence, the team is developing the competition and associated regulation to determine who will run the National Lottery when the current licence ends.

Society has changed so much since this was last renewed. With the rapidly digitising economy, this competition presents the real opportunity to build a National Lottery that works in today’s digital world.

Your work here will be instrumental in making sure that the future National Lottery is fair, safe and continues to maximise returns to good causes, supporting the arts, heritage, sport and communities across the UK.

The Role

As the Commercial Manager, you will oversee the day-to-day commercial operations for the 4NLC.

Reporting to the Commercial Director, you will oversee the Competition Commercial Team, which comprises Gambling Commission staff, as well as financial advisors and professional service firms.

You will also take responsibility for commissioning and managing procurement requirements to support the 4NLC.

Some of your duties will involve:

- Overseeing and co-ordinating the evaluation process for potential new licensees
- Managing the commercial budget
- Overseeing the commercial aspects of third party providers
- Preparing reports and presentations
- Deputising for the Commercial Director at governance and management meetings

Once a new licensee has been appointed, you will take responsibility for the commercial contract management of the Enabling Agreement between the new licensee and the Gambling Commission.

About You

To join us as our Commercial Manager, you will need:

- Procurement experience, including experience of complex and/or high-value contract evaluations
- Experience of negotiating with suppliers
- Knowledge and experience of public sector procurement policy and regulations
- The ability to manage third party providers

You may have previously worked as a Commercial Contracts Manager, Senior Commercial Manager, Head of Procurement, Senior Procurement Manager, or Contracts Evaluation Manager.

The closing date for applications is the 26th January 2020.

We reserve the right to change the closing date depending on the number of responses received. Please submit your application as soon as possible to ensure it is considered in the selection process.
